		<description>I think this is a good idea for a study, but poorly executed.  There are many more than 9 design agencies in Cleveland... many of which take Standards seriously.

Others are trying to comply, but may not have the necessary education to fully adopt standards yet.  Isn't that what Refresh Cleveland is all about...?
